I think you answered your own question in a way. It is a way to get you to buy more "boxes". I think it is crazy that you pay $85 for one pack of cards. I guess value will be determined based on what you pull. You have a chance to grab one autographed rookie and memorabilia card per box (on average). With the crop of rookies this year, maybe it is worth it to collectors and hobbyists.

Any idea why Upper Deck has gone from the 4 pack boxes to the 1 pack "boxes"?

I feel like the chances of landing a patch card are less when you only have 1 shot per "box", as opposed to when you were (almost) guaranteed a patch from one of the 4 pack bozes.
